Indianapolis – The Indianapolis Colts and IHSAA today announced that the high school football officiating crew of John Flanagan, James Beard, Richard Panning, Sean Mangan and Paul Carter III has been named the High School Officiating Crew of the Month for November 2025.
"Officials are an integral part of the fabric of high school football in Indiana," said Colts legend and current Colts Football Development Commissioner Mike Prior. "They have a tough job every week, but we wouldn't have the great competition across the state without the passion of officials who dedicate their own time to developing their craft and teaching and guiding our student-athletes."
This month's winning crew exemplifies a deep commitment to their communities, not only through officiating but also through meaningful service. Whether volunteering with not-for-profit organizations, coaching young athletes, guiding students as counselors or serving in the Air National Guard, each member contributes beyond the field to make a lasting impact.
This crew has worked together for seven years and collectively holds more than 100 years of officiating experience. They operate under the guiding philosophy: Safety, Sportsmanship, Fair Play and Rules. Their consistent enforcement of rules ensures fairness across games, and they actively mentor new officials by involving them in scrimmages, inviting them to observe games and supporting them in lower-level contests.
This season marks the second year the Colts and IHSAA are recognizing outstanding high school football officials throughout Indiana. Each month, IHSAA will select the honorees based on the crew's experience, community involvement and their ability to remain impartial when officiating games. All high school football officials in the state are eligible to be nominated.
